From their banks to their own departments, treasurers expect higher costs with more compliance. 

Banks and corporations are increasingly bumping up headcount in order to comply with coming regulations, increasing the cost of just about everything finance-related. For banks, these costs are usually passed on to companies; but for companies, it just means absorbing the costs.
